Engine 'whine'?

Engine 'whine'?
When driving below, around 2,800 rpm I here a 'whine' from the engine that completely 'goes away' at 2,900 (or so). It seems like some 'pump' or ? is spinning, gets to a certain 'level/ pressure' and turns off. Same every time. Something to be concerned with?

I have always had a sort of supercharger tone on my car while whining until about 1800-2000 RPM, where all the other noises drown out the noise. I kind-of like it, but its been around for the last 9 years, so I have not worried about it. Since I rebuilt the engine and know there are no problems there, it has to be either the fan or alternator bearings...
The air pump only runs for the first 30 seconds when a car is started, so its not that. Can you listen to the engine up close and isolate the noise?

I had a sound like that and discovered that the plastic cover over the rear of the fan was cracked and created a new sound. This is the piece that connects to the snorkel to the left and to the rear of the fan housing. Someone here will know the name of the part. Good luck!

I had a whinning sound too at about 3000 rpm. But, lately the sound has gone away or has quieted down since I started to drive the car at higher revs and redlining the motor more.
