High RPM At Startup

When I start the Cactuswagen up cold it revs too high IMO. When I start it warm it starts without the high revs. What do I check?

Are you serious, or just starting stuff?
Clean the ICV. But when it's cold out, my 95 revs to around 1500ish then settles, once warm it just fires up around idle.

How is your battery? I've had some strange symptoms when the battery was low. You might try leaving it on the charger overnight and see how she acts in the AM.

Precisely,....what RPM does it start from cold at? 2000? 2200??
Is this a sudden or recent development?
What did you use to clean the ISV with?
Need a lot more details and background (history) here,....

I will check the RPM when I start it tonight. It has been doing this for a while but not every time. I cleaned the ISV with Xenit citrus cleaner and it didn't make a difference at all.

Xenit to clean the ISV? I've never used the stuff but it doesn't sound like a product best suited for the ISV. Personally I use a Carb Cleaner but I bet Steve will have a recommendation for it.

The only thing that dissolves all the built-up carbon and oil inside the ISV effectively is carburetor cleaner. Even brake cleaner doesn't cut it.
Get a can of that stuff and VERY thoroughly flush it out in both directions until it runs out nice and clear.
