Collector car insurance and emissions testing

This may not apply to many other states, but here in AZ it seems that even if a 993 is less than 15 years old, as long as it is covered by collector car insurance one never need pass emissions testing again. Arizona Revised Statutes, Section 49-542. For those of us who don't drive more than a couple thousand miles a year in our 993's, have a garage and another daily driver -- probably the vast majority of 993 owners -- it seems like collector car insurance would eliminate one hassle and the cost seems no more than what I am paying for regular insurance.
A couple years ago I had a devil of a time getting the readiness codes all set in order to take the emissions test, simply because I had replaced a dead battery about a month before emissions testing and don't drive my 993 a lot. And of course as problems with SAI and whatever else triggers a CEL occur with our gracefully aging cars this seems like a nice way to avoid worry about future failed tests. Agree or disagree?
