Inside the home, I put a Scat Mat in front of the garbage drawer to keep my Jack Russell out if it. If not raining, you would only need to leave it on the hood or the roof or both, for about a week, and the cat will not go near it after a few zaps. They come in different sizes.

They like the warmth of the motor. You'll just to have to stop driving your car. Cat owns you.
(p.s., what works really well is to cover a piece of cardboard with tin foil and then put pieces of double stick tape all over it. They hate the feel of the foil and can't stand anything sticky on their paws. Place the cardboard on the hood after you park.)

I have a Russian Blue and Chocolate Point Siamese----my come and go freely through the dog/cat door. They dont walk on our cars but they tend to bring mice, moles, and we get the occassional California Quail in the house. The brought a live bat in last summer---it flew away when I opened the door. I should have made soup.

Racoons tear apart mesh netting on fish ponds so the garden centre that specializeds in fish ponds recommended Havahart brand Critter Ritter. It's granular and you sprinkle it around the fish pond, apparently good for 30 days. Effective on racoons, cats, whatever. Don't know how effective it would be on pavement after a heavy rain.

Cats are very willful, and not subject to most peoples methods of persuasion. Most men dislike cats because they cannot control them. That's way the ratio of men with dogs vs cats is so high. Dogs are mindlessly obedient for the most part.
Our cats do as they please, come and go as they want, and entertain us with their playfullness and curiousity.

Okay . . . your car is in the garage . . . you let the cat into the garage. What were you expecting??? Just don't let him out there! Besides, garages typically have dangerous chemicals anyway. We NEVER let our cat into the garage. There's too much stuff for him to get into. Plus, I'd have a fit if he ever jumped on my car.
I thought you were talking about a neighborhood cat jumping on your car while it was in the driveway. You just simply need to not allow the cat in the garage. With persistence, cats can be taught boundaries. I've never had a cat yet that wasn't able to be trained. It just takes time and a contest of wills. It can be done. That's right, I am the cat whisperer.
