As others have said, some things to factor in:
- His location...if in Kansas, expect to have to ship it, also expect costs to check it out.
- PPI...I did a couple before I landed on mine, and for one you are REALLY serious on, I'd suggest the compression/leakdown.
- Getting a car that needs nothing now, but will soon. For example, suppose you look at a car with 70k miles and it has an original clutch. It might now not need one, but probably will soon. So are you better off buying one with 80+, and the price factors in needing a clutch, or paying a little more for 70k and NOT yet needing a clutch, but you have to put one in in the near future. Hopefully you get my rambly point.
- Don't be afraid of a well-documented high mileage, but be afraid of a low mileage undocumented.
- Look at the details. If the car is clearly well cared for, it speaks to how it was driven, how it was maintained. They are 14 years old now, but if something looks neglected (exterior, interior, engine cleanliness, etc.) it speaks to your liklihood of finding other sniggles down the road because things weren't looked after.
Ramble over.

1. self selecting sample
2. N is not large enough to be statistically significant.
Finally, I don't see 100k miles without a rebuild as some sort of achievement.

My brother looked at a black/black '95 993 and had a PPI done. Leak down and comp check passed....
Two owners..... First owner lived in Ohio and put 45K miles on the car...Second owner is in California...the car now has 55k miles, 6-speed, had pulley update, new spoiler screen has original clutch and shocks. New wiring harness....Stock wheels and new tires, not lowered...Interior is absolutely flawless...
The bad....One cracked tail light, pitted windshield, rock chips on the hood, front fenders and the front of the rear wheel wells...both doors have had paint less dent removal and the doors have be re-sprayed at some time...
Car makes explosive power from 5-7k...better than my 993...
Asking price $29,900.........does this price seem in line with today's market?....Thanks

I sold my 1995 993 NA last year for $32K to a known 993 dealer. It was Grand Prix white with cashmere/ black interior and nearly 39K miles. It was in excellent condition. Hopefully this will serve as some sort of gauge... although I feel that the market tanked shortly after the sale...
Update: Still there....

It's high. I agree with Tim M. Work off of 23. For reference, Truspeed has this, you might be able to get for 30

I bought a 95 coupe in November for $27,000. It is a one owner car (80 years old named Hans, believe it or not) with 48,000mi. and in pretty much as new condition. It had just had the 60k service (Hans was worried) and the only needs were a weepy steering rack (no drips) and weak hood struts (4) which I replaced myself. I looked for almost a year before finding this car but it is exactly what I wanted.

Look carefully at this car, IIRC, there was a previous post about this car and the PPI, think some red flags but dont remember details

I think the car you're referring to is the late 95 (no basket handle) Polar Silver/Black C4 with sport seats for $42K. I really like that car but not at the price they're asking and not without fixing the PPI issues.
