Can't pass NYS inspection

Got my car early this year and took it to my local Porsche dealership for the requisite NYS inspection. The shop foreman came over and connected OBD port and said the "flags weren't coming up." My understanding of his explanation is that once the battery has been drained or disconnected, the car has to go through several "engine cycles" before it can be tested for NYS inspection. He told me to go drive it and bring it back. 763 miles later - the same thing. "The flags aren't coming up."
He explained that the car has to be driven in a certain way- at 3K rpm for 5 minutes, followed by .... etc. All of these conditions have to be met during one drive.
Does this make sense? Anybody else been through this? WHat options do I have?
The foreman told me this happens quite often and then he has to drive the car with the obd connected until all the flags are achieved. HMMMMM.....

I just bought an OBDII reader to be able to verify status before I go to the inspection. It also helps to check if your drive cycle was successful in setting the readiness codes. I got an Actron reader for about 130 USD from the bay and it works like a charm.

Here is the link for the official Porsche 993 OBD II test drive. This is how you reset the flags. If you have an OBD II reader you can monitor the flags. I bought an Actron. Most of the OBD II test drive requires that you are at <2000 rpm and using a light throttle. The Porsche tech has an instrument that lets them monitor engine load while resetting the flags. I just brought the thread up to the front by posting on it.
