Both switches need to be good. I blew a fuse once due to a bad switch that got stuck in the down position (mechanically stuck).
I believe there may also be a thermal cut-off switch in the window motor??Another time the window switch got mechanically stuck in the down position and I could not raise the window - but the fuse was OK. I had to wait 2-3 minutes and then the window would go up. Go figure.
