Readiness code scanner
INC = Didn't pass all test(s) (yet) and is NOT SET (i.e. tests were INConclusive)
N/A = Not Applicable to your car
The ones that take a while to 'set' are the catalytic converter and cat-related codes, so those, in all probability are showing INC. Just drive your car and they will, eventually, go to 'SET', although they may take their sweet time.
When you have the "I/M Readiness" showing "All on-board tests are complete" then ALL of the 'Readiness Codes' are SET and you are good to go.
If you ALSO have NO CEL (check engine light) and no 'pending codes' stored either, then your car is, unequivocally, 'up to snuff' inasfar as your local state is concerned for 'inspection purposes'.
To prevent your readiness codes from going ka-plonk in the future - either put your battery on 'trickle charge' during the winter / 'off season' or *don't* select 'Clear Codes' on your scanner.
