If these fail, even just the cold air flap one on a non-varioram car, it can cause a vacum leak that will stop things like the resonator flap from operating correctly, and you can loose power.

hi roger,
i suspect that i may have something very similar. i'm just not feeling the "kick" at 4800 - 5200...at least not a push me back into the seat kind of kick. anyway in your original post you say to "You can test them by hooking up a low pressure vacuum source and checking that the valve moves but also stays in that position for more than a few seconds".
i'm not much of a wrench - what kind of low pressure vacuum source did you use & how did you hook it up? which lines etc...

I have a Mini-Vac that is fairly common, they are available at most auto parts stores but another method is simply attach some 1/8" rubber vacuum hose at the back of the unit and suck on it, hold your tongue over the hose to prevent leaking after drawing in. Doesn't take much to move the valve, not elegant but effective! You should be able to do this and the valve stay open without leaking back to starting position.
