the rear suspension thing is not confirmed and in my opinion a rumour - some have had un-explained issues and others none.. from what i recall a TSB was issued saying that different part numbers were used in certain early models with regards to suspension parts from 94-early-95 but thats not the same issue as the rumoured 'wobble' issue which is rumoured to be geometry related. and until someone can confirm an actual size difference in parts it's all non-sense.
with the '95 you wont need to worry about the CEL for smog but as mentioned all models are prone to valve guide wear which in the end will result in a top end overhaul ranging between 5-8K depending where your located.
ALL 95's can be equiped with a steering rack brace to strengthen for the 18" retrofit. Older model 95's come with a basket handle and late models will not.. also late models have the immobilizer which _CAN_ cause issues with lockout and such.
96+ will have varioram which adds complexity and about 12HP. 96 + is the only years you'll find 'S' models with the wide body and for the C4S turbo brakes..
All in all find the right car for the money, there are alot of nice examples out there - just make sure to do your home work, make sure the car has full service records and get a PPI done for sure by a respected shop.

95 Black Cabs are the fastest hahaha. Couple of things to consider with 993 based upon my research prior to purchase. Steering rack brace will need to be replaced. Suspension will need to be replaced as the shocks wear quickly. Wiring harnesses are a factory recall. Variospam adds a bit more punch but with a chip and airbox in a 95 you will smoke em, and can run cat delete pipes with OBDI, without crazy CEL syndrome.

If you plan on reflashing the ECU just be aware that the MY96 cannot be reflashed so it will cost you an extra $1000-1200 for a spare ECU.
IMHO if you are planning on doing a lot of mods and looking for value, then a MY95 coupe would be the best bang for the buck. Widebodies are gorgeous but command a price premium, and cabs and targas often have top issues that can cost $1-2k to fix properly.
