If you install the switch the fan will only operate at high speed when you want it to.
Some have disconnected the cable(behind the right-side headlight) to the oil cooler fan's ballast resistor so that the fan always runs at high speed. No control over fan speed, as you have with the switch. As Jason said above, you choose when the fan runs at high speed. When the switch is not "on" the normal temp control circuit is engaged.
