Default Handbrake adjustment question

I recently replaced my rotors/pads/sensors/spiders. In order to remove the rear rotors, I adjusted the star wheel all the way in on both sides, allowing the old rotors to come off. If I recall correctly, I may have moved the star wheel 10 semi-rotations or so. I need to make the handbrake operational again.
Are there any pointers with respect to amount of drag, etc. when expanding the shoes again? Should I treat the adjustment like any normal brake drum setup - adjust the star wheels until drag is felt, then back off slightly? By the looks of the exposed mechanism, it's quite simple in design. I suspect the rear of the car should be off the ground (again!) in order for both axles to revolve as needed?
