Default Turn signal issue, is it the bulb, the fuse or something else...

The drivers side rear turn signal (the amber outside light) is not flashing.
I get a high speed flash on the dash indicator and on the left front signal, but the rear signal stays dark.
When I turn the headlights on, the rear signal lights up and stays on (the other side does not, as it shouldent).

So the bulb seems to be good. It looks good. So what gives?
I would have already picked up a replacment bulb which is my guess, but didn't get and chance and figured I would solicit opinions in the meantime.
Thanks

I may be mistaken but I think it's a seperate bulb. A rapidly flashing blinker usually means a bulb is out. Take the lens covers off and verify the bulbs. Are you sure it's not one filiment of a 2 filiment bulb that's out?

I recall someone having a similar issue not too long ago and it turned out to be the hazard light switch not being connected properly. A quick thing to check even if it turns out not to be the culprit.

the bulb for the blinker will not flash for the turn but will come on with the lights (which is shouldn't).
thats my confusion, the bulb is seemingly functional.

It's a bad ground connection. Either the socket or bulb is corroded, or the ground wire to that bulb has a bad connection.
