Default horn dead - not the typical problem - flex cable in steering column

OK - My horn has stopped working. I know its the flex circuit that is wound up in the steering column. I took the airbag out and unplugged and replugged the flex circuit. it is wound up in the column a certain way so that as you turn the steering wheel it stays plugged into the frame behind the airbag.

Can anyone have a procedure to wind up this flex??? My horn works great until I cut the steering wheel hard (parking lots) and then it stops. I have to disassemble everything, shake some things around and put it back together. Im on my 3rd time and would appreciate if anyone has the procedure to properly wind up the flex in the steering column.There are some notes there in english and german, but they are cryptic.
