Unfortunately, one cannot compare the steering on the 74-89 cars to the 993's- totally different animals. The steering on my 87 cab was crisp and precise, while the 993 has less feel and is a bit vague.
Check your alignment. An agressive alignment can be a handful on bad roads. BTW, the tire pressure suggestion is an excellent one.

I saw that car listed on e-bay when it was for sale. That sounds like an awsome car. Peter is amazing and setting up cars for the track and your car was certainly set up for the track.
A good track allignment and suspension will feel twitchy on the street, especially over bumps (spring rates are too stiff for bumpy roads). If you are not a track enthusiest, you should probably look into less agressive suspension options (at a minimum, you should get the car alligned with less camber in front).

Lowering can have a dramatic affect in the "bump-steer" or Kinematic toe handling characteristics of the car. Does the car get twitchy transitioning over bumps or when the suspension is compressed/unweighted? This would indicate a needed Kinematic toe adjustment..
As others have suggested, I would reccommend going to a specialty Porsche alignment shop and have the alignment, including Kinematic toe checked and adjusted properly for your ride height.. Note that a lot of shops do not know how to adjust the Kinematic toe properly.. It is not easy to do.. This suspension adjustment disappeared when the 996 was introduced, so some dealers don't even have wrenches that still know how to do it..

95 cars had different geometry than any other year. if you think about tracking the car read up on the differences that porsche made and kind of kept quiet. check the pca.org technicals
