Question Secondary Ignition Problem

I own a 95 993 C2 Cab. My vehicles secondary ignition coil is not firing. I ordered and replaced the coil pack thinking this would remedy the problem. It did not. Today I did a continuity test between the output stage of the ignition control module under the drivers seat and the coil pack on both the primary and secondary sides. Both showed good signal. I then checked the input signal to the ignition control module from the motronic unit on a scope. Final stage ignition circuit 1 output from pin 25 on the motronic showed good signal. Final stage ignition circuit 2 output from pin 31 on motronic showed a very weak square signal. As far as I could tell, input to the motronic unit for ignition 1 and 2 triggering is sent from a single Hall sensor mounted by the flywheel. The check engine light has not been lit indicating any stored fault codes. I also manually checked via gas pedal depressed, ignition key turned on counting check engine light flashes still nothing. I feel like it is probably a problem within the motronic itself. But before I start throwing more parts at the problem has anyone out there encountered or solved this issue. check the belt. they snap often

pull the secondary cap off see if you can spin it with your hand
