i have had this done.
First it was done by TWO different dealers under warranty. Both claimed to paint the cowl and edges around the windshield to remove the rust and then reinsert the windshield so it fits properly and didnot leak. In the end, it did not work out as it still leaked. I was so pissed.
Then i took the car to my independent shop. They removed the windshield and said there was tons of rust all around the windshield. They restored the entire cowl area and repainted it. it was probably about $1k of work.
I have pictures of all the rust and im debating on how to get the dealer to pay for this b/c they did not do anything they said they did.

Keep in mind there is a chance the windshield will break on removal.......most body shop repair references, ADP, Michaels, etc, will caution on this 'possibility'........that adds $4-600. if I recall.
Also........that windshield is old style seal & set, and requires a bit of patience & knowhow to get in centered & straight on re-installation.

I recently had the rust problem fixed. The independent specialist that I bought the car from, and who services it for me, said that the rust problem is mainly down to flexing (which causes the windscreen sqeak) having the affect of making the rubber seal rub the dirt under the seal against the paintwork. Eventually bare metal is exposed, and rust sets in.
The cure for the squeak and rust problem that he recommends is to remove the seal, put some PTFE tape (AKA Teflon tape - it's the stuff plumbers use to seal threaded joints) around the windscreen frame, and then replace the seal. The tape prevents the dirt from making contact with the paintwork. It's certainly less messy than squirting in grease or wax!
