I am sure if I would not buy a used rack...you might be buying someone else's problem and then paying for all the labour for extraction and installation perhaps twice!
Why not get it rebuilt? I had it done for about $500US locally in Vancouver, and it works great. That way you get new seals, etc.
I just did this to my car last week..at 60K miles. Took a couple of hours to extract and a couple to install. Its not a hard job but be carefull on the alignment of the steering wheel. Lock down the steering wheel in center position (using a rope) so when the rack is put back you can find center properly. Not so tricky just don't forget!
