Vibration
When I have taken the car (94 c2 cab) out the last two times (say after about a 3 day break each time), the steering starts wobbling for about a kilometer and then it gets okay. Wobbling as if you need a wheel balancing. Doesnt repeat after the kilometer. Is it flat spots on the tires?
And I need to add a liter of oil every 1000 kms. Could that be okay considering the refill rates that I see on the board. Most of my driving is stop and go city traffic.

I wouldnt worry about it, mine do the same for a bout a mile after sitting for a while.

Kilometer only? Probably the tire compound; I seem to remember nylon in the belts will do this if the tire sits motionless for a day or more. I have experienced it in one car or another. Look at the tire sidewall and see if there is any nylon in it. Nothing to worry about if that is the case.
RE a liter in 1000 kms; that's a quart in 600 miles for us in "The Land of the Free". WAY too much in my opinion, altho stop-&-go driving could aggravate this. Have somebody look it over, I say.

You may have a bent wheel too. I just had one of my rear wheels straightened. When it was bent I couldn't feel anything on city streets. On the freeway I could feel a subtle vibration.

You could have a bent wheel. Mine was really severe until the car warmed up, then it would vibrate mildly at speeds over 40 mph. I had to get one of the rears straightened. I could still feel vibrations after that and it turns out I've to replace the tire as well.

I agree w/the others that initial vibration after a period of non-use which disappears after a short drive is likely temporarily deformed tires.
Your oil consumption is at the maximum end of the factory's "normal" range. I've noticed higher oil use in stop & go driving. Assuming the engine is running well, I'd look for leaks under the car (remove the engine cover) & if none, I wouldn't worry about it unless it gets worse.
