The whistle that you hear is from the gap between the fan blade and the housing. The more revs you use, the higher it is. In my VW bug days, we used to increase the gap by turning down the outer circumference of the fan blades to make the whistle sound even more pronounced. Of course with a modded Pcar alternator and shortened housing to fit the 4 cyl. engine.
So don't worry about the sound, it's all normal, at least to the described high rpm whine.

The problem is I never heard this sound in the 8yrs that I have owned the car...the sound is what you will normally hear thru the speaker if the radio is not grounded only I hear when the radio is off/on but not thru the speakers so I know it is not coming the audio

What about the same type of sound that is audible at idle but then goes away under accleration or at speed? I seem to be dealing with this at the moment and it started last year even after putting in a new alternator.
