ID Part on vario ram plenum

Is this part on the plenum just a cap for a port of some sort?

Just a generic vacuum rubber cap. Nothing special can get it at any parts store.

I guess one could measure vacuum in the intake. For a DIY guy like me not sure what it would be used for.

Thanks. Didn't know if it was supposed to be just a cap or connected to something. Wonder why it's there if not used for anything.
