Saw this in Amsterdam too last week. I saw many 911’s in Holland during the week we were there. We were in Spain the previous 3 weeks and didn’t see any 911’s.
They just keep fining you daily (likely 2-4x a day if you drive past multiple cameras) with speed cameras everywhere. Then send invoice to your house. Likely after 800 euros in fines for 1 month, you put front plate back on.
