I have used felt pads as noted above, or gone down the hardware store and found small rubber bumpers to screw onto the back of the lower mounting screws for the plate frame.

I like the satin black metal frame available from Porsche. It’s a sleek design and it comes with four rubber grommets that stick to the back of the plate over the four holes. It also has four plastic caps that cover the screws on the outside. This rubber grommets serve two purpose - reduce vibration and prevent the plate from rubbing on the paint.
