Here's the end result. Vinegar didn't work. Used Meguiars correction compound a finishing foam pad. I'd say I got it to about 80% which I'm fine with for the effort/skill. Thanks for all the suggestions. Cheers.

If that's not enough to get in the cracks, get creative: something that will fit and allow for some oscillation. Be thorough when you remove the polish residue.
