Yes, when you win a car the IRS treats that as a cash win and you get a 1099 and you owe tax on it. Nothing is free.

Default PCA raffles iclude 25k in cash to pay taxes

PCA car raffles include the car plus 25k in cash, presumably to pay those taxes.

While I would usually agree, the data shows that teen pregnancy in the US dropped after the show debuted:

Rates dropped nine percent from 2009 to 2010 alone, reaching a historic low of 34.3 births per 1000 women aged 15-19. Considering that 16 and Pregnant premiered in the summer of 2009, it’s tempting to wonder whether the show is in some way responsible.

Good to hear…but was it sustained from 2009-2010?

I also read that “the rates fluctuate wildly by region, from a low of 19.8 per 1,000 in New Hampshire to 65.7 per 1,000 in Mississippi.” Absolutely NOT surprised at this…with education, and counseling being important factors (as well as other) at reducing teen pregnancy.

Some people saw idiocracy back then when it came out and decided that something had to be done to change the future, unfortunately, idiocracy is inevitable

No idea what the tax laws are in Scotland?
In the UK, where Scotland is, there is no tax on the lottery winnings. Not sure if that applies to a private lottery.
