I've been waiting since Jan 2022 to get a C4 allocation. My view is it depends on the volume of business you dealer does. More volume, more likely to get the allocation and if you have a trade and/or willingness to pay ADM, that seems help.

If you look around RL, there are at least a few good (and long) threads that will give you a feel for the challenges getting an allocation right now.
