I'm receiving my car (MY21) in a month and I have a question regarding PCM. I have an Android phone and I'm not going to switch to an Apple phone just for the Car Play option.
Having said that, if I connect PCM to my phone via hotspot, which navigation options do I get on it?

Your only navigation option on the PCM will be Porsche’s OEM navigation.
I have Apple CarPlay so that may bias my choice. My preference is for Google Maps via CarPlay. However, I find the PCM with the Traffic function isn't half bad, It directs you away from heavy traffic, but doesn't let you know why the route isn't what you might be expecting. One other caveat in my case; I use my phone (Verizon) as the hotspot for the PCM rather than the other way around. The AT&T SIM is terribly slow. To add insult to injury the AT&T coverage in Southern California is really quite poor. The result is that any system in the PCM that has to rely on the internal AT&T Sim Card reminds me of being on a 110 BAUD rate dial-up modem,

I'm not based in the US, and I'll be setting up my phone to serve as a hotspot for PCM and provide it with connectivity. Does PCM's navigation stay updated with new businesses? Do I need any subscription to any service or does it just work once I connect my phone?

Now whether this update included any POI's and Commercial sites, I do not know. Even if it did include POI's and Commercial sites, I don't know how up to date that update actually is/was when compared to reality. Porsche calls the traffic function its "Navigation & Infotainment Package". For the first year, this is "free." After a year, it looks like it becomes a subscription service. Based on what is available via my phone and CarPlay I doubt if I'll be willing to pay anything to extend this function.

Yes, you will need a local service of some sort to get updated maps and POI's (points of interest). What you get in the Emirates is very likely to be quite different to what we get in the US, best to talk to your local dealer and look on the local Porsche site.
Im a die hard Android user and I tried to switch to iPhone for wireless Carplay. I thought it worked well, but Im just not a fan of the Apple OS overall. So i use thr native PCM and honestly, its really good, and not just OK. The POI database with Google help is up to date. Im not sure what difference it will make if you connect via hotspot as opposed to Bluetooth.

Must admit I used PCM voice to find a local café the other day, it actually understood my Australian accent and navigated me there perfectly. Maybe that's the trick, speak with a drawl.
