Why else would they be holding the cars at port? Something more than a model year had to change to cause such a delay, I bet it's the GPF being added and now being "tested" by the EPA.
There's exactly a zero percent chance MY22 cars don't have the GPF, let alone the 992.2. Period. Every other Porsche coming out of the factory has it for all regions (718 GTS 4.0, etc..) it was only the 992 that snuck through for the US.
The North American version of the 4.0L naturally aspirated 9A2 Evo in the 718 GT4/Spyder/GTS 4.0 has an inert uncoated filter matrix that doesn't actually capture particulate matter. It just provides sound deadening so that the same muffler design can be reused for both Europe and North America. This filter also seems to be a bit less restrictive than the real particulate filters in the European market models and doesn't seem to mute the sound as much. For reference, here's how my fully stock Canadian market 718 Spyder sounds:
Man I really hope that's not the case for MY21. If so, I feel like the car I was sold is different than the car I received. Just emailed my SA to see if he's heard anything.
For what it's worth, my SA said he is not heard anything from Porsche about adding the particulate filter. By no means definitive, just adding to the conversation.

It's hard to say with all of the conflicting info from two different dealers. On another note, seems like the MY 21 EPA delays include all Porsche's whether with or without a GPF.
When they have a GPF it is located immediately after the Catalytic Converter and in the same housing. I don't think one can tell by looking at the outside of the can. In the Porsche parts books the diagram is identical. If there is any difference, it's probably in the length, the diameter or both.

I'd not put to much faith in what a dealer tells me about the production version of a car they haven't seen . . . and even then. To be generous I'd guess that the dealer that is telling someone that the car has a Particulate Filter is doing so because the Porsche Sales information says it has a Particulate Filter. I suspect the confusion exists because Porsche calls one of the two filters for the Heating and Air Conditioning System a Particulate and Pollen Filter. So yes, the 2021 USA 911's have a Particulate Filter; It's just not in the Exhaust System and it's an entirely different filter.

Cheers to that. The more interactions I have with P-car sales agents, the less faith I have in their knowledge of the product they are selling.
This just applies to my interactions with sales agents, I’m sure there are others who are more enthusiastic about the product.
