Windows don't have to be down all the way to eliminate, or at least greatly reduce the buffeting. To me the buffeting is a non-issue. If I have the top down I have the windows down. If you're driving at highway speed with the top down it's going to be loud - but not from the buffeting effect. I haven't driven a 911 Cabriolet to compare, but have had C5 and C6 Corvettes in the past, and don't see much difference with the Targa with the roof down/off.
