If you look at it from the perspective of Reviver, the problem was how to increase advertising signage inventory, and the solution was to offer a digital license plate that could be used to show "hyper-local targeted messages to a captive audience when a vehicle is legally parked in any location."
To this end, the plates would also solve the problem of how to better track individuals' locations to harvest, analyze, and sell that data to other third party advertisers so that the latter could better "reach and service" their customers.
So they'd get to track and store your location and speed data, sell advertising space on the back of your car, charge you for it on the front end, and charge advertisers for it on the client end.
Perhaps their business model has changed, but if not, the spin these guys try to put on the product (e.g. that it solves some problem with standard plates) is weak cover. I might see some value for fleet or agency vehicles, and I get that some people like the look (and I'm all for people pursuing their own happiness). I'd personally never get one of these even if free, much less pay a subscription to help them harvest data on me or potentially use my car to show this sort of stuff...
