Its nice to have. Is it needed? Depends on the person, I have clients with straight header back raw screaming exhausts with no valves and they don't mind, I have clients that say the stock exhaust is too loud. Me personally, I always buy valved exhausts, but never end up using the valved function. (It's nice to have in case)
