I think this is exactly what my GT3 Winged PDK achieves - to me its perfectly usable as a daily, its even quiet and purrs along on a good (smooth) freeway and is a fun drive around town. As far as my limited track experience is concerned its correction of oversteer makes it a far more confident experience in pushing back my own limits, far below that of the car. I guess my needs are similar to many GT3 owners and the RS will suit those who wish to further push the already excellent cornering abilities. YMMV.
For someone who wants drive their car on both track and road, I do think the 991 GT cars, and probably also the 992 GT3, are good choices. I think the 992 GT3 RS is very much tilted towards track use, and therefore more compromised for road use.

Porsche offers many other 911 variants which are much better for road use (GT3, GTS, Turbo, etc.). Since this RS is available in only very limited supply, it would make sense for non-track guys to not buy it, and instead buy a different 911, so that track guys can buy it and track it.

This is the pinnacle of self centeredness. Why do you think another adult should give one singular f*ck about your opinion on what they buy? That's a serious question. I'd rather light my car on fire than care what a complete stranger thinks of my buying habits. You can buy any GT car you'd like - just get your checkbook out and stop worrying about others. Don't blame us just because you can't seem to find your wallet.

I don't think you're a good enough cook to deserve a range in your kitchen. There is a shortage of appliances in the country right now and better home cooks deserve your range more than you do. Please let someone else have it and you can use your microwave.

It's a $250k car, not food and basic shelter. I don't care what someone else pays, they don't need the car. They can either afford it or they can't. If they can't, there is zero negative impact on their actual life. Nobody gets hurt by not buying a GT car.
I don't think you're a good enough cook to deserve a range in your kitchen. There is a shortage of appliances in the country right now and better home cooks deserve your range more than you do. Please let someone else have it and you can use your microwave.

If X is in short supply, and Y would actually meet your needs better than X, it's reasonable to buy Y and let the person who can make better use of X buy X.
Ironically, you seem to be a very self centered person and not even know it.

Just buy a winged 992 GT3. You pretty much said it's the sweet spot for you. The fact that the 992 RS is too hardocre for you doesn't mean there is anything wrong with the car. It's just not the car for you. And since the RS has so many faults in your eyes, it's one less person taking cars away from those that really want one. It's win win for you, and you'll sleep well knowing somebody that actually wants the car for what it is got one instead of you.
However, let's level here. Do you want the RS deep down because you know it's the top of the food chain no matter how big or small that margin is?

We're not going to agree. But what will happen is that I will have whatever car I decide to buy and you'll still be pretending to be the Robin Hood of supercars.

I don't care about being the top of the food chain, and the RS won't get there anyway, there are still faster cup cars out there.

It's even dumber than that. Even the most hardened socialists let the wealthy battle over luxury items without intervention. Heck, North Korea has their own 1%ers who live opulent lives.
Funny thing is, I've tracked and I've never gone to C&C. Won't ever, not my thing. Going fast around a track is an absolute riot. But it makes me no more worthy than anyone else to buy a GT car. Ridiculous.
