I assume it's just a translation issue or Walliser not expressing himself quite right. Ultimately what he's saying is that they're not willing to spend money on developing the engine further for a Carrera 4.0 NA, not that it's impossible because the engine doesn't fit. The footprint of the 9A2evo 4.0 won't be (much) larger than the 9A2evo 3.0 or 3.8 biturbo in the Carrera/Turbo - probably the opposite.

That makes no sense - the 4L in the 718 is the bored and stroked 3L 9A2 from the 991.2/992.1.........of course it fits.
