i had my morally reprehensible cat bypass pipes installed today. With the PSE open, the car brings out my inner hooligan and my initial impression is that i love it. with exhaust closed, sound isnt much different that stock. Also, Ive only driven 15 miles, but no CELs. fingers crossed.

I will tell you this, I have no affiliation with Soul. The cat bypass pipes make the car come alive. It is noticeably faster and the sound is how it should be. Its amazing and well worth the price. LOVE love love it. (dont like the CEL, though... lol)

How much louder are the bypass pipes compared to the 200 cell? Also, I'm located in NJ, so I assume smog may be a concern? (been a while since I've gone for an inspection)

Me personally, I love the extra aggression and sharpness to the exhaust note of the CBP but I like my sports cars with the volume button all the way up. If you start the car early in the morning or in a garage, the extra volume of the CBP may be a factor to consider.
You would need to consider inspection, but also have a solution for the CEL that may arise. O2 spacers may not keep the CEL off, an ECU Tune is the only way but you would need to find a tuner who would set the emissions readiness monitors to pass.
