Why does the 2012 base coupe have two different tail light shapes and rear end designs? Thank you

997.2 stopped production in 12.5 and 991.1 production started in 12.5.
Different 911 models.

So even though they are the same model year, one is of an earlier generation and specs?

Let's make this easy 101
The 2012 model year is split between the two generations. If in doubt, look at the pictures. Websites always list them as 2012's.
2012
997.2

2012.5

All things being equal except one is a 997 and the other a 991, what would the $value difference be, about $10k?

Start looking at the classifieds. It could be more less or equal between the two generations. Too many variables.
The $10K difference is a safe average bet. You have to look at each car on a case-by-case basis.
Go 991.1 and don't look back.
