Ya can't. Just use your sticky tape roller.
Sounds like you're covering your car often? Right?? Just don't cover a dirty car.
You could try covering the cloth with plastic (like a folded Painter's tarp) and then use the car cover, but everything slides around. May not be worth the effort.
As your car cover ages, with washings, it does shed less, if that's any consolation.

I use a plastic trunk Matt from an old car. Place it on top of the car prior to covering.
Have been meaning to order a lint free sheet for this and my Taylor has agreed to cut it and finish the edges to size. Think the same material as the napkins in a fine dining restaurant.

The linen will also have enough friction to not easily slide and save me from washing the trunk liner every time....

If it's of interest to you and your tailor, I'm down to double your order (plus postage). Can PayPal the funds.

This is what I did because I'm OCD. I just bought a cover craft form fit cover and couldn't stand the lint. I went to a fabric store and bought 2 yards of this black non linting stretch fabric $28 . I was going to have tailor sew to underside of cover but it's easy enough to lay it on top of conv top under car cover. Takes like addl 45 seconds. It works great no more lint. Use a tape roller for daily lint not cover related.
