I imagine it also has to do with raising the EPA MPG rating as high as possible for the fleet averages that Porsche has to hit to keep the EPA (and other country equivalents) happy. There are enough non-R manuals out there that tweaking the MPG rating up a little by having the overdrive gear makes a difference in the overall averages, but there are so few R cars that they don't have much statistical effect.
