Just did a 1600 mile, 4-day PCA tour Sesttle/Kalispell/Lethbridge/Osoyoos/Seattle. First day was 540 miles in a C4s cab. No vibrations. Logged 6,000 miles since early February (and we were out of the country for 4 weeks). No vibration. P0s are noisy on bad pavement; on smooth pavement the car turns into a GT highway cruiser - smooth, quiet, and efficient. Truly a Jeckel and Hyde vehicle.
Your friends friends car needs an alignment and/or high speed wheel balance or new tires.

It's not quiet-- if roads are rough, highways choppy, then the road noise can be pretty extreme. The back tires are quite large, they simply transmit a lot of road noise which is to be expected. That being said, i use my 4s as a DD and it's enjoyable. However, the road noise at times it can be annoying I must admit if the roads aren't new pavement, but that is part of the fun, isn't it?
The car itself is otherwise quite comfy, my wife and I recently took a 4 hour each way road trip in the 4s and it was more then comfy, as I said just be ready for a lot of highway road noise at times depending upon the road quality.

On a side note, what are P0s? I'm sure I am having a moment and should know...short for Porsche or some tire brand?

Tires make a big difference in NVH. If your friend were to switch to Michelins (or presumably the new-generation PZeros) and get a proper alignment and balance job, he would not likely have any complaints about vibration.
There is a bit of vibration in the throttle pedal on my 981, but it is strongly dependent on road surface, and I don't think most people would notice/care. As long as it's no worse in the 991 (and I don't remember it from my test drives) I don't think it's a big deal.
Remember that the other cars that people are mentioning like Jaguars and Mercedes are about 400-500 pounds heavier. That gives the manufacturer a lot of room to add dampening materials for sound and vibration. Porsche tends to optimize for other things.

LOL - more like 1,000 pounds heavier for the Jag and 1,700 pounds heavier for the Merc Coupe.

The only vibration that I had was because of tire balance. Which I suspected was the culprit. Don't have a 7th gear vibration either (PDK).
Like others have said it's not quiet inside with road noise but is a really solid car. For a sports car it rides nice, firm yet well damped.

I had a 997 4S and now have a '16 Carrera 4GTS. The 991 is more comfortable and has less vibration. Issue with both 997 and 991 is tire noise on rough road surface. You mention that this does not bother you so GO AHEAD and purchase your C4S and never look back :-))

Just Took my '14 C2S on 1000 mile trip and just got to friends place in Vancouver BC. Absolutely perfect, great ride, no vibrations. Average speed for entire trip was 75. Had an open highway for about 10 miles and got up to 160 for about 2 miles. Many over jaunts over 100. Average mpg for entire trip was 26.7. Amazing ride. And comfortable to boot!

Tire noise, huh, loud, but that is mostly due to the older stuff they used on roads. The new pavement with the recycled tire as a base is Much quieter. Can't wait to wear out the Pirellis and go to Michelins.

a very curious thing happened to me recently. i realized at 6500 miles that the car is much more solid from a rattles and interior noise perspective. i suspect it may have to do with the weather but i really remember at this stage last year still hearing lots of rattles at different speeds on different grades of roads
now, i am referring to rattles, not vibration. i have never had a problem w vibration in my 911. could be tire rotation issue with your buddy.
as a rattle freak, i couldn't be more satisfied. the car is better at 6500 than at 1.
