Has anyone heard of a significant difference between the PSE of the European model vs the US version? I'm aware that the Europe has tighter restrictions on noise.

No difference at all.
When the PSE is on it is LOUD. My 4S is so loud that one neighbour does not like me running down the street with the PSE on.
In fact, so loud that it fails the 107db test at a couple of tracks if PSE is left on.
While this comment relates to the 991.1. Same applies to 991.2. No difference.
