My understanding is that the skipping effect occurs because the wheels are designed to tilt into the turn which keeps weight from building up on the outside of the turn edge when you're turning at speed. The side effect is that when you're turning at very slow speeds, you're basically sitting on the inside edge of the tires instead of across the whole tire, which has comparatively very little traction, so it slips, especially in already low-traction situations like cold or wet weather. I don't think it's avoidable on any car whose steering is tuned for higher speeds.
