I don't think this is called kick panel - I believe the kick panel is the side panel by your left foot on the driver side (where the fuse box is). Maybe "lower dash"?
Here is what I have been able to find - mind you, it is for a 2007, but it'll give you an idea, maybe:

Surprised no one has already answered this one!
The official part name is "trim panel".... LOL
To remove it do the following preliminary work:
1. Remove dashboard moulding on driver's side (this is the trim surrounding the headlight and key switches)
2. Remove dashboard moulding on the side (this is a flat panel on the end of the dashboard against the door and comes off with just a trim tool)
3. Remove instrument cluster
Sounds daunting already, right? But these parts all come off fairly easy (there are some other pre-work conditions for these steps of course -- let me know if you have any questions!).
Once you get the above steps done, you can remove the trim panel... Here is an image that should help locate the fastening points for the panel.
With the fasteners removed, pull the panel towards you and it hinges down. You then have to unclip electical plug connections (there are 4 I believe). You can then carefully pull the trim panel away. Despite what others have said, there isn't an airbag directly in your way or anything like that to worry about.
