Checked the fuse - it's good. I can hear the switch engage, but no sound. Anything obvious I may have overlooked? I don't want to make a dealer visit just for this if I can avoid it.
Process of elimination.
If you can hear the horn relay 'click', the the steering wheel hub switch is good as is the relay. The only think north of the relay is the horn itself. Locate the horn and using a 12v probe light of ohmmeter, have an assistant press the horn. If the relay still clicks then you should get 12v at the wires near the horn. If not, than the issue in between the relay and the horn itself. If you do get 12v at the horn, then the horn itself is kaput.
Speaking of horns, is there an upgrade to add that air horn warning screech?
You can easily add an air horn if you can find and tap into the OEM horn wires. I have this Denali Air Horn on my BMW motorcycle and it will scare the whee out of anyone within 20 feet of it and get cagers to stop coming over a lane on me in traffic. It will easily penetrate their 12-speaker stereo system in their car.

This is going to make me appear "uniformed" but here goes. The horn on my 2016 only works when the car is running. Is that how it is supposed to work? I've had other Porsches but never noticed that before. All my other cars' horn honk whether the car is turned off or on.

A modern Porsche works on what is known as a Can-Bus electrical system, which is energized when the car is started and even remains on for about 40 to 60 seconds when the car is shut off. Can-Bus is necessary as there are far more electronics in a modern vehicle where the old wire and fuse system just would not work as well. Think of Can-Bus as an electrical system that is grouped, rather than each item (such as a horn) having its own run to the power panel. Can-Bus also determines faults in each component within a group and will shut out overloads automatically.
Only a few electrics work 'key-off' in a Can-Bus system, the rest are disabled until the vehicle is started. The horn on a modern Porsche is one of those grouped in the "run with start' category.
That's a layman's explanation - I'm sure there are places on the 'net where you can read into the Can Bus with far more detail.
I'm pretty sure one of my horns (not sure if the high frequency or low frequency) is out. Does our front bumper cover really need to come off the 991 to access the horns? Back in the 997 days, IIRC, it was in the frunk near the battery try. Please advise. Thanks.
