I acquired a VM image of PIWIS 3 (no internet) and a VAS6154 clone with version 1.6.6.
This was enough to code, scan codes, create VAL, etc... I haven't seen any limitation yet with this setup and only for ~$100 it's pretty much worth it. Obviously you cannot do any online stuff with this like running activation codes, or unlocking component protection, but you can pay a service for that and need a legit cable for that which would cost a lot more. But if you just need to perform simple functions this setup is pretty good.

Tens of thousands of dollars, and I think you need to also prove that you're a dealership or certified repair shop before Porsche will allow you to pay them for it.
Unless you're looking to pirate the software, then it's usually a few hundred dollars from some shady areas of the internet.
