Phantom heated wheel
Have had 2017 991.2 for a few months. Does not have heated wheel. Went on short drive today, wheel became noticeably warm. On return trip after being parked for 30 min. wheel did not become warm. All HVAC settings the same, set to 70. Do they install heating elements in all the wheels? Doesn't seem likely but can't think of an explanation. Even if it does have hardware, why would it come on? Sounds weird I know.

+1 for accidentally hitting the button from time to time, here.
That button is one of the more awkward design choices Porsche made. It pops up on the MFD that the heated wheel is on but only for a few seconds, it's easy to miss.

Non heated wheel
Its always a good idea to: 1) Read the post carefully before commenting and, 2) Give people credit for at least normal intelligence before learning otherwise.
My C4S does NOT have heated wheel option, nor does it have the easily found button on the wheel of those cars that have it.

Yeah, I generally assume people who can afford a six figure car have a modicum of intelligence. Such an assumption dictates that you have ruled out scenarios like "the sun is hot" or "the automatic HVAC turned on the heat on this 55F day and my vents are pointing at the wheel" or "only a small part of the wheel got hot instead of the entire thing uniformly getting hot, it certainly couldn't be a heated wheel." You already correctly assumed that Porsche is not putting both the heating element and wiring harness while also not featuring the button to activate it in the steering wheels that do not have heating elements, which have their own very distinct part numbers such as the non-heated 9P1419091EH compared to the heated 9P1419091EJ. I can't say for certain as I haven't disassembled a non-heated wheel, but for the heated ones those harnesses are in there and the button isn't exactly something that's simple to retrofit.
Understand that threads and posts like this popped up quite a bit in the last 5 years. The vast majority of the time, people just didn't realize they had a heated wheel. The button is black, it's (usually) on black trim, and it's on the back side of the wheel where you can't actually see it.
So, let's run through it again.
Wheel got hot? Occam's razor dictates that you have a heated wheel.
Your wheel definitely isn't heated? Honestly, that's odd for a 4S, but perhaps the accursed day star has shone upon your presumably dark-coloured steering wheel, heating it up. Was your return trip driving eastward in the afternoon hours? We're already getting pretty contrived here, and my assumption of you having basic intelligence still says it's more likely that you have a heated wheel and don't realize it, since the button is black and is on black trim and also placed on the back side of the wheel.
The sun wasn't out? Your HVAC, which is of the automatic variety, perhaps turned on the heat for a moment and one or more of your your dash vents are pointed at your wheel.
Your HVAC was set to full cool, was off, set to feet-only, or it was 90 degrees out? Beats me, man. Your car is probably possessed. Or you have a heated wheel.

It's also always a good idea to: 1) Give people credit for having read your post carefully, and responding with an answer that has satisfactorily answered a similar question in the past, 2) Avoid criticizing the people trying to give you the help you asked for.
I thought I saw a post a few months back where someone was talking about one particular situation where certain cars could be optioned without a heated wheel, but still end up with heating elements physically installed in the wheel. I'd know the thread if I saw it. Was about to try and search for it to link it for you, but I'm sure you can figure it out on your own.

Do you know where the button for a heated steering wheel is located? Just because a build sheet doesn't list a feature doesn't mean you don't have it. My first 911 listed LED headlights on the build sheet, my current one doesn't list it, but it has it.

I’m not good at predictions… BUT,
As I was gripping around the steering wheel of my relatively new to me 2018 Targa 4S, I found what felt like a miniature toggle switch at the six o’clock position. At first I thought it was a piece of loose trim.
Lo and behold, my steering wheel got hot after pressing the switch. Pressed again and the wheel cooled off.
I had no idea I had a heated steering wheel. Not on my build sheet. Nice surprise.
