I would not recommend buying a modified Porsche as your first one regardless of what condition it is in. There are too many extra variables when a vehicle has been modified and tuned.

Mileage a bit on the higher side with damage so I would try to negotiate for a better price as prices are coming down as we speak. If you can land one for around $69K would be ideal.

Anytime you can find a well optioned .1 Manual is great, like others have said you have very little time before CPO expires and I wouldn't factor CPO into pricing. I can share a couple of stories about my previous So called CPO 991 cars, dealerships aren't doing their due diligence, not for a very long time.
Mileage is high for you to be able to get Fidelity as a reasonable rate, but I would say still protect it for 3 yrs at least.
As for the car itself, its a great find, a Manual 991.1 3.8 car with Sport-PASM, PSE and almost $5K in very critical mods,( heck Soul Headers alone are almost $5K now) I say its a fair deal at the very least. (mileage is high but if you plan to drive it and not baby it, its the perfect candidate)
Given those mods, it came from an enthusiast so make sure to check Over Rev report, do not trust one from last week or last month, get one the day you are picking it up, make it part of the deal. With that Numeric shifter, a tech can over rev the car on a routine test drive.

if you look in the fidelity warranty thread there are the emails of three insurance guys who sell fidelity warranties who appear to be solid. I would email all 3.

If I drop the VIN on Porsche's recall website and it shows that the car has no active recalls, that should mean that this, and any other recall, either has been completed or does not affect this specific VIN right?

sounds like a good place to start. The campaign recalls being done on a given car will be stored in the service book or any Porsche dealer should be able to confirm that for you. I put my VIN and there was no recall - no sure if it means my car is up to date or if there is no recall campaign at the moment
