I have had this be an issue on another vehicle that had a turbo. The flapper was loose and would rattle when open.

Ended up welding it shut and going with an external wastegate. Ultimately ended up going to a larger turbo.

Any chance this will be warranty work? I doubt it but curious. Also, can you just replace that part of the turbo or does it need to be a whole new turbo? Also, if replacing the whole turbo, might as well upgrade, right? Just saying.
