Default CEL: P0137 O2 Sensor Circuit Low Voltage

The past few times I've started the car I've received the CEL with a P0137 code (O2 Sensor Circuit Low Voltage (Bank 1, Sensor 2)). I will clear the code with my hand held scanner and the CEL light will remain off for the duration of my drive until I turn off the car and turn it back on again. The message says it's safe to drive so I do but I take it easy. I do have Soul Sport cats that I installed back in Oct, but this CEL just started a couple weeks ago. I'm not sure if they're related.

So my questions are:
1. Has anyone seen this on their 991.2? I did a search on here but didn't find any matches.
2. Could this be caused by the Soul cats?
3. Any way to fix this? I am under CPO but I figure with the sport cats and this being emissions related, they'd just laugh at me.

P0137 is bank 1, sensor 2. If I'm not mistaken, that's the downstream sensor, which is primarily used to measure catalyst efficiency. Could very well be because you have sport cats. Could be a failing sensor or exhaust leak, as well. Swap it with the other side and see if the code follows (but check to make sure if the left/right sensors are the same!)
