I'm experiencing the same issue with my 911.2. The glove box and armrest USB ports have no power, and they only work intermittently. I've checked the fuses, and they all show power. I have 2 of questions:

1. How can I access the USB Hub to replace it? Are there any instructions available?

2. Is this the correct part? Although it says VW, I assume it's the same part for 2018 Carrera S, but I wanted to confirm.

For those working on a 991.2, the hub is accessible after removing the radio; it's located in the top right corner. I followed this Youtube video: to remove the radio, but I didn't need to unplug any radio wires to swap out the USB hub.
