Couple threads floating around about this, but $600 is about a median price looking at the numbers I have access to at least if you're for some reason paying for JUST a belt job.
Belt's $60-100 for PDCC, $50-60 without. A PDCC belt is actually more expensive from a generic parts store than my local dealer. A non-PDCC belt is like $16 at Autozone for a nice conti.
Book labor is 2.7 hours. Figure $160/hr from the dealer.
Cleanup fees, taxes, etc., you get somewhere around $550-600.
Pull off PCA discounts and whatnot and you might get it cheaper. The labor to do the belt covers entirely covers doing the engine air filter, and also makes doing spark plugs easier, so you generally see those jobs bundled in.

monday my indy is replacing plugs 680,air filter 460, belt 480, brake flush 164...sounds like alot of labor since the air filter is being changed and hes already in there,,belt must be difficult to change or am i getting double charged

its a pretty much easy job .. IF you are familiar with removing the bumper and air box ... after that tis about 10 min of work ... .
Theres a few DIY for the bumper AND for the air box -- max time is about 2 hrs done at home

In short? Yes. you are getting gouged. Hard. The labor for the belt overlaps the air filter 100%. I'd ask them how they're justifying the labor charge between those two jobs, because either they're charging $300+/hr for labor or they're charging by-job (and you should run away from that)
Figure $100/ea for the belt and the air filter. Also figure $160/hr for labor. $480 for belt alone is about 2.2 hours labor charge + cleanup fees. $460 for air filter alone is about 2 hours labor charge + cleanup fees.
The air filter alone is 2.2 hours book time. The belt alone is 2.7 hours book time. That means 2.2 hours of labor to do the belt is the same labor to do the air filter. You literally R&R the air filter when you do the drive belt. Those extra 30 minutes for the belt? Undo one bolt, loosen thee other bolts, knock a sleeve out, remove tension on the belt, remove belt, install belt, put sleeve in, tighten four bolts, done. Very realistic timeline.
The brake flush price is pretty silly, that's 30 minutes of work and $12 of fluid. $164 for a dealer to do that for you... damn. For comparison's sake, you can buy a nicer pressure bleeder, good fluid, a set of open ended box wrenches, and a nice catch can with bleeder line for less than that.
Plugs are a different story. They book 2.3 hours, and are $15/ea. So $90 in plugs, $370 in labor for a total of $460 before tax + cleanup. I'd charge $400 even to do these. Charging $680? Ludicrous. That's like $25/plug and $220/hr labor -- you don't live in Orlando, Los Angeles, or San Francisco, do you?
