For a 'human' room there are some trick products that can give you 'on floor' radiant if you're willing to give up an inch-or-so of floor to ceiling height.
And it's probably not on 24x7 during the winter and, if thermostat controlled, probably not on all the time when you're sleeping under it. That panel does look like a neat point solution if you have a room or two that's not 'zoned in' well with the rest of your heating system.
And FWIW my wife pays the electric bill 
She says she doesn't see that much uptick from the panel being on but we're also not talking about a garage or an extreme temperature variation.
